Privacy-first situational awareness platform for violent terrorism and crime prediction, counter radicalisation and citizen protection
ICON participated in an EU-wide consortium to deliver a privacy-first situational awareness platform aimed at violent terrorism and crime prediction, countering radicalisation, and enhancing citizen protection. This involvement reflected ICON’s commitment to making a positive societal impact.
As part of the consortium, ICON collaborated with an impressive group of subject-matter experts, law enforcement agencies, technical specialists, and academic partners. Together, they created a platform that prioritised privacy while providing situational awareness to predict and prevent violent terrorism and crime, counter radicalisation, and safeguard citizens across the EU.
ICON’s expertise contributed significantly to the success of the project, and the resulting platform became a powerful tool for law enforcement and citizen protection.

The CounteR solution was a groundbreaking open platform for analysis and early alerts, designed to collect and analyse data from various sources to predict communities at risk of radicalisation and violent extremism. The platform aims to provide law enforcement agencies and internet providers with an early-warning tool to detect radical content online, preventing the spread of radicalisation and life-threatening terrorist attacks. Privacy was a priority, with a strong focus on anonymising data to ensure personal information remained secure.
The project objectives included:
- Objective 1: Integrate and homogenise disparate real-time and static data sources to analyse them for detecting radical and terrorist-related content.
- Objective 2: Integrate the analysis technologies with expert knowledge in order to develop models.
- Objective 3: Ensure hands-on involvement of a wide range of European law enforcement agencies (LEAs) to guarantee high impact in the fight against terrorism.
- Objective 4: Aggressively disseminate the project results to achieve maximum sector (LEA) uptake and market excitement.
CounteR aims to contribute further towards the fight against organised crime and terrorism by fostering information-sharing and collaboration among diverse European agencies tasked with countering radical propaganda, fundraising, recruitment, and the planning of terrorist acts. The platform enables law enforcement to detect and prevent radicalisation processes more easily and efficiently, contributing to citizen protection and public safety.
